Refactor Summary

Bar Widget Logic should be simplified to require icons in most cases, and hover / bg handling

Motivation

Bar Widgets (in cases like Network, Idle Inhibit, PowerMenu) should all be equally sized squares / containers with icons inside.

They should all then have OnClicked Logic as needed.
