I need to distribute OpenSSH keys so that stuff like Passwordless SSH works out of the box.

As well as GPG Keys, Authorized Hosts and SSH Machine Configuration

services.openssh.generateHostKeys was added in 26.05. This in combination with one of the above can probably be used to implement key distribution
